IDEMIA, the leading provider of secure and trusted biometric-based solutions, and the Technology Control Company have recently signed a Memorandum of Understanding to expand their strategic partnership to drive innovation in the travel and transport industry, digital identity, biometrics, and smart city solutions in Saudi Arabia.

The MoU will strengthen the collaboration between IDEMIA and TCC and aligns with Saudi Arabia’s Vision 2030, focusing on enhancing security, operational efficiency, and passenger experience in travel, transportation, and urban development.

The agreement between IDEMIA and TCC focuses on four areas of expertise:

  • Deliver AI-driven biometric identification solutions to enhance security, efficiency, and passenger experience across land borders, maritime ports, and airports in Saudi Arabia.
  • Smart city initiatives, in alignment with Saudi Vision 2030, that focus on implementing biometric and AI-driven technology to enhance urban security and streamline citizen services in Saudi Arabia.
  • Knowledge transfer and training with localised capacity-building initiatives with the latest advancements in biometric and digital identity technology solutions.
  • Promotion of strategic initiatives across travel, transportation, and smart city domains.

Entry/Exit System fingerprint registration 

EES will intensify strict rules for travelling to Europe from October. With the amount of time taken to implement the system, Brussels has agreed to a phased rollout instead of the “big bang” launch planned in November 2022. The rollout will still be conducted in a “progressive” manner whilst in a 6 month transition period, as UK travellers without EU passports will have to register their fingerprints or have pictures taken on arrival in the bloc. The scheme will replace passport stamps in an era of more digitally enabled crime.

The scheme was agreed by an EU committee this week.

Europe wants to reap the benefits now after implementing such critical IT infrastructure proved to be a mighty and untenable task due to challenges with contractors and interoperability. Some members states were not prepared and fell to the back of the “class”, according to Assita Kanko, the Belgian conservative MEP.

Addressing stakeholders at Identity Week Europe in 2023, Claudio Kavrecic of Frontex said at the time additional training was needed for border guards and physical infrastructure needed supervision to facilitate safe and secure border crossing.

The timeline of EU information systems starts with the delayed Entry/Exit System, expected in October 2025, and then ETIAS, the equivalent of ETA.

Fraud warnings of ETIAS

Travellers are being reminded about the order of which border management systems will launch through 2025/2026 amid warnings of imitation websites emerging advertising early access to ETIAS when the system won’t even go live until late 2026. 

The hold-up of EU travel rules has emboldened fraudsters to pry on the confusion of travellers. The EU has outlined all advancing travel border management programmes, however, the ETIAS can not be started until the delivery date of the Entry/Exit System, which mandates facial and fingerprint recognition scans.

ETIAS clearance will be required for British travellers arriving into EU countries. 

Part of confusion has to be blamed on constant delays of the roadmaps to implement these systems.

It is crunch time for social media platforms and websites used by young people, as Ofcom has released a wave of online safety regulations which will expand the Online Safety Bill. The ITV drama, Adolescence, recently highlighted that children today have to navigate a complex online environment where they are served harmful and influential content by sophisticated AI algorithms.

It calls for ‘transformational new protections’ that Ofcom announced yesterday, ordering platforms to comply with the critical changes to install age verification systems and adapt algorithms to filter out erosive content by 25 July 2025.

Harmful sites towards children not only include adult sites, but also limitless search browsers, the dark web and social media sites which feed normalised, explicit content that encourages self-harm, suicide, or eating disorders. Tougher action to restrict access by under-18s will be taken by the expansion of the Online Safety regulations. 

If big tech companies fail to take accountability, after repeated warnings changes are coming, this could result in substantial fines or, in extreme cases, court orders to block access to services in the UK.

Whilst preventative measures are the best option for everyone, removing harmful content that already festers on the world wide web is vital. It is not as simple as removing all AI which is now embedded into our lives, but its benefits in data tools and biometrics can be leveraged for this purpose.

The NSPCC welcomed the move as “a pivotal moment for children’s safety online,” while also urging more action to provision encrypted private messaging, which remains difficult to monitor.

Dame Melanie Dawes, Chief Executive of Ofcom, described the introduction of the new Codes as a “gamechanger” and “legally binding”. The codes mandate over 40 practical measures aimed at enhancing “safety first” for children online. 

The new Protection of Children Codes and Guidance protecting children in the UK will now progress through Parliament. 27,000 children and 13,000 parents were involved in a public consultation, providing feedback on the regulation proposal. 

As the leading British biometric verification firm, iProov, has been watching this development closely and is in strong support, with Campbell Cowie, Head of Policy at iProov, commenting that yesterday’s guidance “provides a vital step towards creating safer online spaces for our most vulnerable users”.

“Ofcom’s commitment to ‘highly effective’ measures aligns with our conviction that only certainty, powered by verification and secured by liveness, can truly shield young people in the online realm and direct them to experiences designed for their age”. 

Robust age verification will be enforced that meets the accreditation standards – and that means the definitive matching of government-issued IDs with biometric data” – preventing authentication that allows anyone to self assert their permissions. 

Ofcom has said big tech giants will have to seriously adjust to the expectations, whilst the reality will mean reconfiguring advanced AI algorithms.

Platforms must also simplify terms of service for younger users, offering opt-outs from potentially unsafe group chats, and ensuring accessible support for children who encounter distressing content. Additionally, they are required to appoint a named individual responsible for children’s safety and conduct annual reviews of child safety risks.

By July, robust verification measures will be enforced that meet the accreditation standards, preventing authentication that allows anyone to self assert their permissions. Tech groups will have to complete an assessment of the risk their service poses to children or face a fine up to £18mn.

The code of practice unveiled by Ofcom this week outlines accountability measures to target the dangerous prevalence of adult content on platforms such as X and Meta. Ofcom has said the industry will have to seriously adjust to the expectations, whilst the reality will mean making “far-reaching changes” to try to reconfigure advanced algorithms serving harmful content onto children’s social media feeds.

A tender is being advertised to procure an automated Multimodal and Modular Biometrics Authentication System in Rwanda, under the plan name, issued by the Rwanda Digital Acceleration Project.

The project will receive bids until 7th May 2025 at 10:00 Local Time. The government is seeking a contractor to develop the foundational, modular biometric infrastructure for the Umucyo e-Procurement system.

Operating for five years, the Rwanda Digital Acceleration Project, promoting digital investment for recovery, resilience and connectivity in the country, receives sovereign funding of USD 100 million, which was approved in December 2021. It draws a roadmap for digital recovery since the pandemic, increasing protected access to broadband and selected digital public services and strengthening the digital economic ecosystem. 

The project was shared proceeds from a financing round granted by the World Bank to support the Government of Rwanda’s goals for digital transformation. Covering the cost of the Rwanda Digital Acceleration Project in June 2023, other proceeds were funnelled into the development of the SDID Pre-enrolment and identity-proofing solution, which invited sealed bids to complete the project in 6 months. 

The country-wide digital transformation effort focuses on critical infrastructure building on “existing digital foundations” that future-proof economic growth, of which the current tender for biometric authentication is a sub-component.

The UN body, ICAO, has proposed introducing a new “Digital Travel Credential” that would shake-up the travel rulebook going back 50 years. The travel sector could be nearing the end of its co-dependency on passports for security in 3 years, reports state. 

They envision a totally simplified travel procedure mobilised through the DTC, which becomes a digital version of the travel document, allowing passengers to upload and verify their passport information on their mobile phones.

Currently, the presence of facial recognition systems at security lanes can match the traveller to their passport and digital record. The technology will need to be upgraded to scan a passenger’s data stored in a mobile device against their face. 

The key feature of the ICAO DTC is that “authorities can verify a digital representation of the passport data before the traveller’s arrival and confirm the data’s integrity and authenticity”, stated in the ‘High Level Guidance: Explaining The ICAO Digital Travel Credentials’ paper, in June 2024.

The ICAO initiative will upend some routine procedures like checking-in to get your boarding pass. Passengers will download a “journey pass” instead when booking their flights, which will automatically update their information. Facial scans will be conducted at bag drop-off points for passengers with hold luggage or at pre-boarding gates for those with hand luggage, and airlines will only be alerted that passengers can fly once these procedures are followed at the airport. 

Several digital travel credential projects are ongoing carrying out testing for distinct scenarios via Type 1, 2 or 3 of the Travel Credential. Although the DTC-1 pilot is going smoothly and is viable, DTC Types 2 and 3 – which will not require a physical book – may not be ready for some time. 

Becoming available as of 2030, the European Commission will also deliver an application based around their proposed framework for Digital Travel Credentials and the pilot programme conducted by KLM Airlines at the Commission’s request. The pilot of DTC-1 in the Netherlands streamlined faster boarding and border crossing at Schiphol Airport.

Additionally, Thales has been piloting the first Digital Travel Credential Type 2 with the ODYSSEUS project. 

There are criteria for a Digital Travel Credential needed across different scenarios to create the efficiencies for the aviation industry and border management, which will likely delay ICAO’s DTC. Finland’s initial ICAO pilot expedited border processing times in less than 8 seconds in comparison with the 25 second processing time of automated border kiosks. 

Many travel procedures and systems installed have not changed in 50 years, according to an Executive at Amadeus.

The inauguration of MSC Cruises Miami Terminal took place this past weekend, marking a historical day for the largest cruise terminal in the world. 

With the new terminal unveiled, the facility provides cruisers with a total biometric experience matching their face to their security document digitally to validate their identity before boarding. 

Vision-Box, their biometrics partner, was present to witness such an “outstanding accomplishment” of delivering biometric solutions across their sea ports come to fruition, according to Jean-Francois Lennon, Senior Vice President of Global Business Development Border Authorities, at Amadeus.

“We are extremely proud to be part of this iconic transformative program”.

The Amadeus company has created an end-to-end Seamless Travel platform enabling digital identity verification on embarkation and debarkation as the greater new terminal can cater for higher passenger volumes. Necessary to keep up with more passenger demand and innovation, the 492,678 square foot cruise terminal can process up to 36,000 cruise passengers a day. MSC Cruises’ new flagship liner, MSC World America, lives at the home port, PortMiami. 

After biometric verification, there are 20 security lanes for passengers to complete the embarkation process to ensure just as much safety is prioritised as airport travel. And the final procedure is to pass through the biometric e-gates, kick-starting a memorable experience for all MSC Cruises’ guests which comes down to remarkable digital innovations”, including embracing the digital ID wallet and allowing biometric terminal access for frictionless travel.

The United States and Colombia have signed an agreement of cooperation to share biometric capabilities to tackle criminality and manage undocumented migration.

The memorandum of understanding – settled on 27 March 2025 – will reaffirm the “enduring” partnership between the two countries allowing them to share biometrics, however, will not take the view of migrants as criminals. Colombia was resistant to the US’ view and treatment of migrants as part of deportation plans back to Colombia and almost blocked the agreement. 

In January, the Colombian President refused U.S. deportation flights carrying Colombians on human rights grounds. Trump retaliated by imposing higher tariffs and sanctions. 

 The US claims to know a link between undocumented immigrants and criminality, however studies have shown this ideology is baseless and discriminatory, whilst undocumented immigrants tend to commit fewer crimes than US-born citizens. Trump’s campaign targeting undocumented migrants as somehow equating to criminals and enacting a historic wartime law to see them deported was resisted by the left-wing Colombian President.

With tension now diffused, the countries are on much better terms to facilitate the movement of migrants back to their home and having Colombia onboard with the plans to share biometric data will make the cooperation much more efficient. Migrant data will be respected in this process, Noem said, with the real emphasis on strengthening security data with the collection of biometrics so they can disturb the route of threatening actors perpetuating criminal activity or leading illegal migrant trafficking. Colombia could benefit from the biometric capabilities under the U.S. data sharing agreement to monitor who is crossing the border legitimately.

The digital verification system at the “heart of national security” and private and public sectors in South Africa has received a significant revamp, the South African government Department of Home Affairs announced. Investing in a “comprehensive” system upgrade refines faster ID verification processes and showcases what is possible for businesses in the financial sector with verifying identities using biometric solutions like fingerprints and facial recognition against the National Population Register. 

A range of governmental departments have onboarded the system protecting their public services, but in recent years its performance has been plagued by streamlining issues and inefficiencies causing up to 50% false positive matches. It is clear the current level upgrade needs to be reviewed by the government to mitigate 24 hour delays in the system responding. When responses are received, they are often littered with errors and require slower manual verification instead. 

Testing yesterday revealed the failure rate had been mitigated to below 1% enabling faster and accurate detection. The Department of Home Affairs said they were ready to roll out the “upgraded verification service to all our valued clients across the public and private sectors” to markedly enhance service delivery. There are many reasons why a client may need to verify their identity to open a bank account, access benefits or obtain a grant, for instance. 

The upgrade, completed for the first time since the system launched, is also “immensely important” to growing the private economy and ensuring banks, financial services, and insurance companies are empowered to offer the best-in-class verification. 

The home affairs department is the custodian of identity, civil status and migration of citizens and its digital verification system provides a link between a service provider and the DHA’s national population register.

The Ministers of Home Affairs and Finance outlined new maintenance fees for private companies using the vastly more capable verification service, which will increase for the first time in over a decade from 1 April 2025. Government users will remain exempt from contributing to the service costs as the balance to invest in the National Population Register will not negatively affect public finances.

Minister Schreiber concluded: “This investment in our population register is not only overdue, but also important for delivering on the vision for digital ID, as outlined by President Cyril Ramaphosa during the State of the Nation Address, as a secure and efficient population register forms the cornerstone of digital ID. The launch of the reformed verification system is further proof of the progress that Home Affairs is making on our journey of digital transformation to deliver dignity for all.”

Aviation stakeholders joined government representatives worldwide in mapping the adoption of digital identity, which is widely accepted to bring benefits to aviation security. Travel still depends on its main asset for security with the passport and the digital scanning capabilities that biometric technology can enable. The Digital Travel Credential has been set aside for decades into the future by many experts, whilst the present emphasis is on strengthening harmonious integrity of the passport to reduce fraud and unauthorised access.​

Biometrics have consolidated smooth document verification that verify passengers and enhance their experience of travelling through airports. The security leaders in identifying the core technologies that will deliver innovation, set out to ensure global cooperation keeps “flying secure”

“Adopting Verifiable Credentials and Decentralized Identifiers standards is a natural next step in reinforcing security, trust, and efficiency”, says Nick Careen, IATA’s Senior Vice President, Operations, Safety and Security.

Security “crosses geopolitical divides” hence the importance of meeting at the upcoming  ICAO assembly later this year to obtain a recommendation, he continues. 

“The technology is ready and proven. We now need to take the momentum of this meeting and work towards obtaining a recommendation at the upcoming ICAO assembly later this year,” said Nick Careen, IATA’s Senior Vice President, Operations, Safety and Security.

Aviation security leaders at Sydney Leaders Week Conference also had key actions to strengthen governments’ regulatory oversight of security frameworks that incorporate  Verifiable Credential and DID technologies.

IATA’s One ID initiative supports globally interoperable digital identity standards, enabling passengers to verify their travel documents before departure and move through the airport using biometric recognition instead of physical documents.

Powers to change e-Visa policy will be enacted from tomorrow (27 March) under the Immigration Regulation 2025. After this year the procedures for foreign nationals seeking entry clearance or immigration authorisation in the UK should be to obtain an e-Visa by setting up a customer account. Passport stickers will only continue in the short-term during the transition period. 

Individuals who hold an Electronic Travel Authorisation and did not previously require visas to visit the UK are exempt from the changes. The ETA is similar to the United States’ immigration system. Holders of legacy immigration documents, such as a visa or passport endorsement and people granted permission under the EU Settlement Scheme will also be exempt. 

Regulations 14 and 15 changes the requirements to apply for a biometric immigration document only when the residency is more than 6 months. 

The UK opened ETA requirements to non-Europeans travelling from January 2025. A consultation took place back in 2023 where the UK government announced plans for the Electronic Travel Authorisation to replace the Electronic Visa Waiver Scheme.

Eligible Europeans can now apply for an ETA, which will be mandatory for their travel from 2 April 2025.

The biometric legislation is also updated mandating biometric immigration documents for all travellers except British citizens. It introduces a new requirement for biometric capture and sanctions if it is not followed. The requirement to collect and store facial images will be the same as for retaining fingerprints up to 15 years, and the Secretary of State reserves the power to refuse applications from individuals who fail to submit their biometrics. 

The Home Office has been rolling out eVisas since 2018, initially to individuals granted permission under the EU Settlement Scheme (EUSS) and then to other immigration routes. It became the main immigration authorisation which is secure and cannot be stolen, lost, or tampered with.
