All state agencies determining eligibility for the Supplemental Nutrition Assistance Program must adhere to President Trump’s Executive Order to maximise identity verification and protect taxpayer benefits for those eligible.

The direction was instructed by U.S. Secretary of Agriculture Brooke L. Rollins, reflecting Trump’s position on protecting American taxpayers and “no longer subsidising illegal aliens” as he put it, who are ineligible to claim benefits. Secretary Rollins said identity verification practices would play a critical role in verifying immigration status of SNAP applicants and ensuring the nutrition programmes go towards helping the “most vulnerable Americans”. 

In February, USDA-FNS authorities reviewed the administration of SNAP benefits adjusting in line with Executive Order 14128. A recent report found a staggering $10.5 billion improper payments were made in 2023 alone. 12% of total SNAP payments were ineligible, attributed to the inadequate verification of an applicant’s citizenship and identity by states whose job it is to check. 

The guidance passed down to states requires them to now acquire reliable state–approved identity documents and measures to combat fraud of Social Security Numbers and the Department of Homeland Security’s Systematic Alien Verification for Entitlements (SAVE) system. The programme available to states for free should encourage its proper use and make it easier to verify immigration status. 

“Administration will uphold the rule of law, defend against the waste of hard-earned taxpayer resources, and protect benefits for American citizens in need, including individuals with disabilities and veterans” the order stated on February 15, 2025. 

To protect American identity and immigration status, states are encouraged to mandate verification of all applicants’ claims to United States citizenship, or adopt the State’s Identity Authentication Option that uses multiple choice authentication questions.

Smurfit Westrock Security Concepts (SWSC), the internationally recognised high security printing and identity management solutions provider, has renewed its contracts with the University of Limerick and Atlantic Technological University.

Under the terms of the deal SWSC, will continue to produce ID cards for all University students that are highly secure, fully personalised and chip enabled to allow for greater functionality. Supporting facial recognition by having photos and other personally identifiable information, they will be used to confirm identity and manage access rights across campuses.

Peter Thomas, Managing Director at SWSC, said: “As the leading provider of personalised plastic cards in the Irish market we also produce many of the highly secure ID cards used by Irish citizens to interact with Government. Identity verification guidance will be reformed for DBS checks, safeguarding hiring processes with diligent manual checks into applicants’ history. Organisations can continue to follow the old DBS guidance until November 2025, when the three-route DBS process will be unified for UK and non-UK nationals.

Administrative burdens will also be reduced with documents no longer having to present the applicant’s current address and more ways permitted to view documents to comply with requirements. Broadening the range of supporting documents for applications, the DBS will accept Group 1 documents including a valid e-Visa, BRP or ARC to validate someone’s identity under Route 1. Route 2 can only be used if it is impossible to process the application through Route 1.

Designated as Group 2b documents, applicants can still use HMRC self-assessment or tax demand letters and a European Health Insurance Card (EHIC) or Global Health Insurance Card (GHIC) to enable seamless DBS checks. The validity of these documents is still essential for approved DBS checks as document examiners will search for signs of tampering.

The National Document Fraud Unit (NDFU) in the Home Office has also published guidance on examining identity documents to detect basic forgeries.

Applicants who are unable to provide the required documents will then be asked to give their consent to have their fingerprints taken at a police station.

Over 150 identity, financial crime, travel, payments, and border security experts have been announced to speak on the agenda for Identity Week Europe 2025.

Here are the latest speakers joining the agenda to speak in front of 4,000 attendees in Amsterdam on 17-18 June 2025, at the RAI Convention Centre.

This Friday we see the end of our latest early bird saving.

The issuance of ‘real’ IDs has been accelerated by authorities per state and ID holders are in the midst of assessing if they currently hold an ID that will meet the higher criteria. The Arizona Department of Transportation Motor Vehicle Division has produced 3.5 million Arizona Travel ID cards that will be valid for domestic airline travel after May 7, 2025

May 7 is the federal deadline for compliant REAL ID. Other valid credentials that will be accepted across Transportation Security Administration checkpoints include U.S. passports or a Arizona Travel ID. Without compliance with great security protocols, passengers will not be allowed to board flights as the standard driver’s license may not be accepted.The federal REAL ID credential which is distinguishable by the star in the upper right corner is available as a driver’s license or identification card.

To obtain yours, you’ll need the following:

  • Proof of identity (e.g., birth certificate or U.S. passport)
  • Your Social Security number (just the number, not the card)
  • Two documents confirming Arizona residency (e.g., rental agreements, bank statements, or utility bills showing your current address)

You can visit an office for this service, though scheduling an appointment is recommended.

The Trump administration has backpedalled on new parents having to complete Enumeration at Birth at Social Security facilities in Maine. The change to registration at agency offices in Maine was leaked, attracting some criticism and causing the government to back step. 

For decades, parents have registered their babies for Social Security numbers in hospitals, the norm since the 1980s. 99% of children were reportedly registered by filling out the form in hospitals, enabling health insurance forms and child benefits.

The process was reinstated on Friday after reaching health care providers who disapproved of ‘cumbersome’ changes to make parents visit one of the state’s 8 Social Security offices and extending waiting times. 

Although voluntary, Enumeration at Birth was chosen by the majority of parents to obtain a Social Security number. The notice from the Maine Department of Health and Human Services stated that the option for parents would be “suspended” but this was quickly retracted. 

The abrupt changes have not been explained, which would have also affected funeral directors completing paperwork for Social Security. Lifetime identity documents from birth to death certificates were never impacted except for fast-track requests for a Social Security number and card. 

Acting Social Security Administration Commissioner Lee Dudek issued an apology, stating, “I recently directed Social Security employees to end two contracts which affected the good people of the state of Maine”. 

The cuts could have been related to the fact that holding a Social Security number from birth entitles automatic rights to citizenship, which Trump said at the start of his administration he wants to scrap and recently engaged in a debate over cutting education funding in Maine.

The European Commission signposted quantum resistant cryptography as the future for electronic machine-readable travel documents (eMRTDs). The threats from quantum have changed the mindset of stakeholders in a two-year project, funded by the Commission, to move towards the post era of quantum computing and standardise resistant cryptographic protocols.

Despite quantum rapidly accelerating, with substantial investments from both public and private sectors, it presents complex security challenges to “classical cryptography” as the capacity of quantum computers expands. The stance of the EU Commission encourages collaborative efforts from member states to “harmonise” safe cryptography to ensure the EU’s digital infrastructures are secure in the next digital era.

Quantum was considered the new technological advancement of encrypting data, provisioning many social and economic benefits. However, understanding that quantum cryptography could be more secure than traditional cryptography has been dismantled, with the security of the system being flawed. 

The digital security industry is saying that QR standards and infrastructures need to be developed to protect classical cryptography which is under threat from the continued advancements of quantum. 

The European Commission statesIt is vital that communications remain protected in the future for the security of our citizens, societies, economies and the EU’s digital single market”. The recommendation published in April 2024 has been followed by the European initiative, the PQC4eMRTD (Post-Quantum Cryptography for electronic Machine-Readable Travel Documents) project.

The project is coordinated by key vendors, Infineon Technologies AG in partnership with Thales and CryptoNext Security, the Barcelona Supercomputing Center from Spain, and the Institute for Comparative Law at the Faculty of Law in Ljubljana, Slovenia. Standardising global QR protocols is high on the agenda and the project will promote synergy between different sectors to create a “detailed blueprint for Europe’s transition to PQC”.
