Georgia, which has ‘Candidate country’ status granted by the EU, plans to join in the EU pledge to build a digital identity wallet housing verifiable credentials sourced from personal identification Data (PID) in the Georgian ID card.

Georgia has issued a tender for identity provider applicants in the private sector to undertake a ‘Proof of Concept’ project for a potential wallet serving citizens and businesses. With financing from the World Bank, proceeds will go towards the contract for a “Digital Identity Wallet at the Public Service Development Agency”. The contract will last 18 months for the “supply, installation and integration of necessary information systems and technologies” alongside services such as “software development, customization, commissioning, and training”.

The tender also states that contractors will deliver an independent (reference) credential verification system for use by Relying Parties during piloting and tests.

The digital identity wallet solution will be GDPR compliant and meet international standards that have been set by other digital identity initiatives.

The agency is looking for experienced companies in information systems that have undertaken contractor management roles for at least the last 5 years from January 1, 2019 to the submission deadline. Applicants must have met the more specific requirements, including working on at least one similar contract as the prime contractor, with a minimum value of USD 2 million. Past contracts should demonstrate experience of implementing wallet or information systems to over 100,000 registered users and working on Service Level Agreements.
